The Transition 4.0 plan

The Transition 4.0 plan supports and incentivises companies investing in new capital goods, tangible and intangible, that enable the technological and digital transformation of production processes. The incentive applies to production facilities located in Italy, including permanent establishments of non-resident entities, regardless of legal form, sector, size, accounting regime or income determination system.

Companies are granted a tax credit for the purchase of technologically advanced tangible capital goods and technologically advanced intangible capital goods enabling 4.0 transformation processes.

For technologically advanced goods, tangible and intangible, companies must produce a sworn technical appraisal issued by an engineer or industrial expert enrolled in their respective professional registers, or a certificate of conformity issued by an accredited certification body, attesting that the goods possess the technical characteristics set out in Annexes A and B and that they are interconnected to the company's production management system or supply network. For goods with a unit cost not exceeding €300,000, a declaration by the legal representative is sufficient.

Who can benefit from the Transition 4.0 tax credit?
All companies with production facilities in Italy investing in new capital goods, tangible and intangible, enabling technological and digital transformation — regardless of legal form, sector, size or accounting regime.
When is a sworn appraisal required, and when is a self-declaration enough?
For goods with a unit cost above €300,000 a technical appraisal sworn by a chartered engineer or industrial expert is required (or a certificate of conformity from an accredited body). Below that threshold a declaration by the legal representative is sufficient — but it still needs to rest on verified requirements.
What does "interconnection" mean in practice?
It means the asset exchanges data bidirectionally with the company's production management system or with the supply network, with unique identification and documented protocols. It is the key 4.0 requirement and the one where companies most often need technical support.
Do my machines fall under Annexes A/B?
It depends on the technical characteristics of the asset: Annex A (tangible goods) and Annex B (intangible goods) list precise requirements. Our eligibility analysis starts exactly there: we check your assets and tell you whether and how they can qualify, before starting any procedure.
How do you support us through the process?
